Arizona had a small state preschool program, but financing was frozen in 2010 because of budget constraints. It is now one of 11 states without a state program. In 2010-11, about 6 percent of Alabama’s 4-year-olds were enrolled in a state preschool program. Bentley, a Republican, has called for a large increase in the state’s existing preschool budget, with the eventual goal of expanding voluntary access to all 4-year-olds.
